This refers to your Inspection Report 50-317/80-09; 50-318/80-07, the Health Physics Appraisal, which transmitted several items of apparent noncompliance with NRC requirements.

Enclosure (1) to this letter is a written statement in reply to those items noted in Appendix B of your letter of December 11, 1980.

As a result of conversations with your Mr. R. E. Architzel, an extension until February 13, 1981, was granted for responding to the recommendations contained in Appendix A.

REPLY TO APPENDIX B OF IE INSPECTION REPORT 50-317/80-09; 50-318/80-07 HEALTH PHYSICS APPRAISAL ITEM 1 Since May 23, 1980, all in-use portable monitoring instruments used to perform surveys to determine neutron dose equivalent for workers have been calibrated using a National Bureau of Standards calibrated Californium-252 spontaneous fission source to assure that these instruments respond accurately in a neutron field and neutron dose rates thus obtained for personnel exposure calcula-tions are in accord with requirements of 10 CFR 20.201 and 20.202.

An approved procedural change has been made to incorporate the requirement to calibrate portable neutron monitoring instruments using an appropriate neutron source that is traceable to the National Bureau of Standards at a six month frequency.

It is considered that we are now in full compliance with the requirements of 10 CFR 20.201 and 20.202 in this area.

ITEM 2 Baltimore Gas and Electric Company has established and implemented an approved Quality Assurance Program for the Calvert Cliffs Nuclear Power Plant as required by Appendix B, 10 CFR Part 50.

The scope of this program includes the handling, packaging, and preparation for transport of radioactive materials and radioactive waste.

This program is currently being executed as evidenced by the following:

Quality Assurance audits are being performed on a scheduled basis on all operations involving Radwaste.

These audits are conducted in a formal manner in accordance with Quality Assurance Department procedures.

Quality Assurance audits are being performed on contractors supplying Radwaste services.

Specific surveillance is provided by the Quality Assurance Department on the handling, packaging, and preparation for transport of radioactive materials greater than Type A quantities.
