CYCLE 5 RELOAD Additional information is required so that we can complete our review of your Cycle 5 reload report. Please indicate the EAB and LPZ doses to the thyroid and whole body considering:
- 1) Steam line failure outside the reactor building
- 2) Steam generator tube failures with loss of offsite power 3)
Fuel handling accident
- 4) Control rod injection
- 5) Loss-of-coolant accident
- 6) Maximum hypothetical accident The dose analysis need not be submitted at this time, but will be required later.
We have previously stated that fuel rod bowing must be accounted for before we approve your reload. An acceptable method to account for rod bowing is to change the minimum DNBR value in your Technical Specifications (TS) to 1.36 or greater. Pleate submit the TS change to us or propose other equivalent compensatory action. The TS change should include a basis that indicates the 1.0% DNBR generic credit from use of a flow area reduction factor and a 4.6% DNBR plant specific credit have been taken to produce the minimum DNBR value of 1.36.
NRC approval of your reload will be delayed until resolution of these matters.
