Dear Mr. Eisenhut:

The Sacramento Municipal Utility District has reviewed your letter of February 18, 1981 requesting confimation that the implementation dates presented for the emergency response facilities can be met. As requested, a conceptual design of these facilities can be submitted by June 1,1981; however, the District is unable to commit at this time to have the upgraded facilities fully operational by October 1,1982.

NUREG-0696, " Functional Criteria for Emergency Response Facilities" provided in your letter of March 5,1981, indicates that the Safety Parameter Display System should meet the requirements of Regulatory Guide 1.97.

Regula-tory Guide 1.97, in turn, requests implementation by June,1983. The implemen-tation date of October,1982, requested for the emergency response facilities, is inconsistent with this date, prohibiting a uniform and systematic upgrade of the various instrumentation systems. The District feels that existing instrumentation satisfying the requirements of IE Bulletin 79-01B is adequate and does not need to be upgraded to the requirements of Reguiatory Guide 1.97 for these facilities.

The power requirements of other items in the TMI Action Plan, along with the ventilation system requirements and display system requirements pre-sented in NUREG-0696, have made it necessary for the District to purchase and install additional emergency diesel generating equipment. This equipment will not be available until sometime in 1984.

In addition, an integrated computer system will not be available until 1985. For these reasons, the District will present an interim system in its conceptual design submittal by June 1,1981.

This submittal will also address the minimum staffing requirements presented in your letter of February 18, 1981. At this time, we will also provide a schedule for implementation of these items.
