This is in regard to your letter dated February 2,1981, which is your second

response to an apparent item of noncompliance identified in our letter dated

September 24, 1980.

In response to your statement that Consumers Power Company

would be willing to modify their plant Technical Specifications regarding Hy-

draulic Snubbers (T.S. 3.20.1), if a review by the Office of Nuclear Reactor

Regulations (NRR) determined that clarification was necessary, a conference

call was made on March 27, 1981 between NRR, IE Region III, and Consumers Power

Company, Palisades Plant. During this call it was determined that clarifica-

tion of T.S.3.20.1 was necessary and that iiimediate implementation of section

3/4.7.9, Snubbers, of Standard Technical Specifications for Combustion Engineer-

ing Pressurized Water Reactors (NUREG-0212, Revision 2) was permissible. CPC

agreed that they would submit a formal request to effect the above Technical

Specification change.

The clarification of the intent, of this portion of your facility Technical

Specifications, provided by the adoption of Standard Technical Specification

3/4.7.9, should prevent future regulatory problems in this area. No response

to this letter is necesscry.
