Under the provisions of the Freedom of Information Act, 5 U.S.C.

552, I am requesting copies of those documents listed on the attached Exhibit "A".

If there are any fees for scarching for, or copying, the records I have requested, please inform me before you fill my request.

You may contact me by telephone during business hours at the above number.

I am requesting this information so that it may be submitted as evidence at an administrative hearing before the State of California, Division of Apprenticeship Standards (DAS).

As you know, the Act permits you to reduce or waive fees when the release of information is considered as "primarily benefitting the public."

I believe this request fits that category in that a favorable ruling from the DAS will give union workers enrolled in apprentice-ship programs nationwide the right to decline on-the-job training at construction sites for nuclear facilities if the worker believes the background levels of radiation would endanger his or her health and safety.

Therefore, I ask that you waive any fees.

If all or any part of this request is denied, please cite the specific exemption (s) which you think justifies your refusal to re-lease this information, and inform me of the appeal procedures avail-able to me under the law.

I would appreciate your handling this request as quickly as pos-sible and I look forward to hearing from you within ten (10) days, as the law stipulates.

Exhibit "A"

1.

Any and all on-site readings conducted for the purpose of detect-ing and/or measuring the levels of background radiation of any type at the San Onofre Nuclear Generator Station, San Onofre, California, from January 1, 1975 to the present.

2.

Any and all citations issued by the U.S. Nuclear Regulatory Commis-sion against the operator (s) at the San Onofre Nuclear Generator Sta-tion for exceeding the Commission's standards or any other standards for permissive radiation emission levels, on or near the facility, from January 1, 1975 to the present.

3.

Any and all records documenting the exposure of employees and con-struction workers at or near the site of the San Onofre Nuclear Gen-erator Station to any and all forms of radiation, as measured by dosi-meter and film badges or any other device used to measure radiation overexposure and/or contamination, as measured quarterly and annually, from January 1, 1975 to the present.

(NOTE:

To protect the privacy of the individuals involved it will be necessary to expunge the names and other personal information of the workerss).

4.

Any and all off-site readings conducted for the purpose of detect-ing and/or measuring the levels of background radiation of any type at or near the San Onofre Nuclear Generator Station, San Onofre, California, from January 1, 1975 to the present.
