Dear Mr. Engelken:
'this is in response to your letter dated Decarber 19, 1980, which transmitted IE Bulletin 80-25 concenung target rock safety-relief valves.
The subject bulletin requested each utility with a BNR plant to evaluate the operability of safety-relief (S/R) valve solenoid actuators manufactured by Target Rock Corporation, to require ccrplete overhaul of S/R valves of whatever make that have unexplained malfunctions and to review S/R valve pneumatic supply syst m s for potential failures due to overpressure.
Since the S/R valves used at Ilumboldt Bay Power Plant Unit 3 are not two-stage valves and are not pneumatically operated, action items 1 and 3 of the subject bulletin are not applicable. In amplying with its 2, Plant Operating procedures have been changed to require ccTplete overhaul testing of our S/R valves in the event of a failure for which the cause "is not clearly determined."
It is estimated that approxi;rately 16 man-hours have been expended to review and respond to the subject bulletin.
