Attendance of NRC Inspectors at Safety Committee Meetings This letter serves to infonn you of the requirements for the Resident Inspector to observe all licensed activities in accordance with 10 CFR 50.70a. This includes observation of meetings by onsite and offsite safety committies (PORC/

NSARC) as prescribed by Technical Specifications.

Resident Inspector attendance will be done infrequently on an unannounced basis and should not impede the resolution of safety issues by the PORC. The inspector will not participate in the meetings except as an observer.

His attendance in no way will be interpreted to provide tacit NRC approval of any course of action decided by the PORC/NSARC, nor will it relieve the facility from formally reporting items discussed, to the NRC, if reporting is required.

The purpose for the Resident Inspector's observation of these meetings is to conform with IE policy to compliment record review by direct observation of activities. Direct observation of activities is one of the principal benefits of having Resident Inspectors onsite.

The attendance of the Resident Inspector at these meetings will be restricted to the portions of the meetings when the PORC/NSARC is fulfilling Technical Specifi-cations responsibilities.

If management issues come up the meeting should be t

l adjourned and the inspector will leave so that those issues may be discussed privately.

So that the Resident Inspector may select meetings he chooses to attend on a i

sampling basis, it is requested that he be informed of the meetings in the same manner as PORC/NSARC members.
