San Onofre Nuclear Generating Station Units 2&3 Southern California Edison Company and San Diego Gas and Electric Company herewith submit Amendment 3 to the Special Nuclear Material License Application of July 25, 1978, for San Onofre Nuclear Gene ating Station, Units 283.

The amendment is to provide for receipt, storage, installation, and use of boronometer neutron sources, clarifies that as many as 200 new fuel elements may be stored dry in the spent fuel racks, and describes analyses and operating procedures which provide assurance that subcriticality of the spent fuel storage racks loaded with new fuel will be maintained. Nine copies of the Amendment 3 to the application are enclosed for your review and approval.

The special nuclear materials addressed in this license application are designated for future inclusion in the San Onofre Nuclear Generating Station, Units 2&3 Operating License for which an application was filed March 21, 1977.

Also provided for your review and approval is the report entitled,

" Physical Security Plan, Protection.of Special Nuclear Material of Low Strategic Significance," nine copies of. which accompany this letter. The report, which is' submitted pursuant to 10 CFR 70.22, outlines the specific physical protection to detect theft of the special nuclear material addressed in the license application.

In accordance with the provisions of 10 CFR 2.790, you are requested to withhold the Physical Security Plan from
