Dear Mr. Crow:

This letter is in response to your recent telephone conversation inquiring about an expert fire safety review of the Kerr-McGee Coal Liquification Project at our Cimarron Facility. As you are aware, plant layout, design and construction for this project has be0un.

Included in these activities has been an evaluation of the fire protection provisions and recora11endations which were made by fire prctecticn consultants.

In addition, the Kerr-ficGee Nuclear Corporation's Cimarr.on Facility fire brigade has been extended to include a fire fighting

' crew expecially trained and managed by the coal group for emergency response involving the coal liquification operations.

A listing of the recommendations mcde by the fire protection consultants and the responses by Kerr-McGee is attached.

ATTACHMENT Fire safety engineers of the M&M Protection Consultants, a technical service group of the Marsh and McLennan Co. (Insurors) have made an evaluation of the fire protection requirements of the Coal liquification project at our Cimarron Facility. Their recommendations and the project responses follows.

1.

The hydrogen compressor and the heat medium (Dow Therm) furnace should be separated by a clear space of 75 feet.

Reply:

Accomplished.

2.

Separation.of 50 feet should be maintained between Skid #1 (Utility) and the heat medium furnaces.

Accomplished.

3.

A distance of 25 feet should be provided between the hydrogen compressor and Skid #1 (Utility).

Accomplished.

4.

All electrical wiring in the building should be Class I, Group D, Division I unless._ adequate ventilation providing ten (10) air changes per hour is provided.

If adequate ventilation is provided, the electrical classification could be Class I, Group D, Division II.

Reply:

Additional ventilation fans are being installed to permit the use of Class'I, Division II wiring.

A-fire well, preferably without openings, should be provided.

between the process area in the building and the area to be used as maintenance shop.

If openings are provided in this wall, they should be protected by Class A, three-he-c rated fire doors.

If the equipment will be located 50 feet west of the wall in question, the wall could be made vapor tight with the doors-closed and sealed.

Reply:

The equipment will be located 50 feet west of the wall which will'be made vapor tight and have all doors and openings in it closed and sealed.

Adequate instrumentation with remote shut-down stations should be provided on th2 process flows. This should include ficws as well as temperatures and pressures. There should be two remote shut-down stations.

One. located inside the building

and the other outside.

This has been accomplished, including the remote shutdown stations.-

7.

Fire detectors such as the ultraviolet type should be used and tied into the instrumentation to shut down critical equipment which could add fuel to the fire.

If preferred, gas detectors may be used in lieu of fire detectors. The gas detectors shauld be set to provide an alarm at 20% of the LEL of the flammable liquid involved in the process.

8.

A minimum of one-hand extinguishing unit of the dry chemical type and two wheeled extinguishing units having a minimum capacity of 150 pounds should be provided. One wheeled unit should be placed inside the building and the other outside on the north between.the hydrogen compressor and the heat medium furnace.

9.

At all times when the unit is operating, there should be constant attendance consisting of a minimum of two employees.

Recly:

Accomplished.

The solvent storage should be located outside the building and well separated from other operations.

A standard dike should be.provided around the solvent storage tank.
