This refers to the QA Prcgram inspection ccnducted cy Mr. V. H. Hunter of this office on January 12-15,-1981, of your fac,lity at Vernon, California, and to the discussicn of our findings with Mr. H. T. Thcmpscn and members of your staff at the conclusicn of the inspection.
This inspection was mace to ccnfirm that, in the areas inspected, ycur QA Program is being effectively implemented.
The inspection effert is not cesigned to assure that unique quality requirements imposed by a custcmer are being -
implemented; nor to assure that a specific prcduct, ccmcenent or service provided
'by you to your customers, is of acceptable.cuality.
As you knew, the NRC

requires each of its licensees to assume full responsibility for the quality of specific products, ccmoonents cr services crecured frcm cthers. You should therefore not conclude that the NRC's inspecticn exempts you frcm inspections by an NRC licensee or his agents nor frcm taking effective corrective action in resconse to their findings.
Areas examined during the inspection and cur findings are' discussed in the enclosed report.- Within these areas, the'. inspection consisted of an examination of precedures and representative records, interviews with perscnnel, and
- observations by the inspector.
Within the ' scope of this inspecticn, we found'no instance wnere ycu failed
- to meet NRC. requirements.
In accordance with Section 2.790 of the Ceninission's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulaticns,.-a copy of this letter tcgether with the enclosed inscecticn report will be placed in the Ccmmission's Puolic Occument Room. 'If this report ccntains any informaticn that you.believe to te prcorietary, it.is necessary that you make a written apolication witnin thirty (30); days to this office to withhold such information frcm puolic disclosure.
The application must include a full statement of the reasons why it is-claimed
.that any ' proprietary-information is prcprietary.' The application snculd be prepared so tnat proprietary infernation identified is ecntain in an enclosure to the 'apolication, since the acolication withcut the enclosure will also be placed :in the Public Occument Recm.
