Dear Mr. Schwencer:

In the Matter of ) Docket No. 50-327 Tennessee Valley Authority )

References:

1. " Tennessee Valley Authority - Sequoyah Nuclear Plant Unit 1 - Docket No. 50-327 - Facility Opers. ting License DPR Special Report 80-8," submitted to James P.

O'Reilly of the Nuclear Regulatory Commission by H. J. Green on March 9, 1981 (A copy is enclosed.)

3 " Radiological Impact Assessment - Sequoyah Nuclear Plant -

July-December 1980," RH-81-2-SQ1 (A copy is enclosed.) .

Enclcsed is a special . report (References 1, 2, and 3) as required by section 311.4 of the Sequoyah Nuclear Plant Technical Specifications. As noted in the enclosed Reference 3, calculated doses to bone for a - -

hypothetical maximum individual exceeded twice the limits of specifications 3 11.1.2.a and 3 11.1.2.b in the final quarter of calendar year 1980.

The limits of specification 3 11.4 were not exceeded in calendar year 1980 because total doses from effluents and direct radiation from the Sequoyah facility did not exceed 25 mrem to a real individual, and we kr.ow of no other uranium fuel cycle source significantly contributing doses to real C.OO l 5
