Dear Mr. Kay:

SUBJECT:

EXTENSION FOR COMPLETION OF YANKEE-ROWE FIRE PROTECTION MODIFICATIONS We have completed our review of your letter dated February 17, 1981, which requested an extension for completion of an item inadvertently omitted from your February 11, 1981 request.

Our letter of February 13, 1981 responded to your February 11, 1981 request. A discussion of your February 17, 1981 request follows.

You requested an extension for_ installation of the sealant for the four penetrations through fire barriers that have not been sealed with a rated-fire-sealant material. The penetrations are for two

. sets of cables, one set for the reactor coolant pumps, and the other for the pressurizer heaters. These cables run from the Switchgear Room through the Control Room and into the Cable Tray House.

You stated that because of the danger to' personnel involved in removal of the existing seal material and installation of the replacement seal while the cables are energized, installation of these seals must wait until the plant is in a cold shutdown condition. You also stated that since (1) the cables are currently sealed providing a barrier, although unrated and, (2) they are located in an area that is continually manned, the health and safety. of the public is not adversely affected. You, therefore, requested an extension for installation of the sealant for these four penetrations to the end of the next refueling outage (starting May,1981), or the end of the next extended outage requiring a cold shutdown.

4 In your previous letter dated February 11, 1981, you indicate that:

'(1) you-have added increasaf fire detection capability in the switchgear room, control room and cable tray house, (2) all other cable. penetrations in the room have been sealed, (3) new hose stations have been in:,talled' nearby, (4) new operating procedures provide improved fire protection capabilities, and (5) the increased number of newly installed sprinklers in the adjacent araas

s will assure early fire detection and prompt extinguishment.

Therefore, we find that these aforementioned features provide adequate fire protection for the interim period until the next refueling outage.

Based on our review, we conclude that you have shown good cause for extending the completion date for this modification, and that the public health and safety will not be adversely affected by such exten-sion. Accordingly, pursuant to 10 CFR 50.48(d), the date for com-pletion of the installation of fire-rated replacement seal is hereby extended to the next refueling outage.

A copy of the related Notice of Extension, which is being forwarded to the Office of the Federal Register for publication, is enclosed.
