Dear Mr. Stansberry:

By letter dated March 19, 1980, as supplemented by letter dated October 27, 1080, you submitted a revision of the Purdue University Physical Security Plan for your pool-type reactor, License No. R-87.

'te have reviewed the submittals and have concluded that the revision meets the requirements of 10 CFR 73.67 for the protection of special nuclear material of noderate strategic significance. Since the current FRC-approved physical security plan should procerly be reflected in the license authorization for your facility, we are herewith issuing Amendment No. 5 to Facility License No.

R-R7 which identifies your currently approved physical security plan.

Changes which w:uld not decrease the effectiveness of your approved physical security plan may be nade without prior approval by the Coenission pursuant to the authority of -10 CFR 50.54(p). Changes which do require prior NRC approval should be submitted and identified as ifcense amendrent requests.

You are required to submit a transportation Physical Security Plan to the NRC at least 120 days orfor to any anticipated shipments or receipts of special nuclear material of nederate strategic significance (10 CFR 73.67(e))

or 10 kgs or more of low strategic significance (10 CFR 73.67(g)).

Based on the fact that this license amendment applies to the physical security plan and incorocrates into the license the latest requirements of your updated physical security plan, we have concluded that:

(1) the amendment does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety margin, and, therefore, does not involve a significant hazards consider-ation;

-(2) there is reasonable assurance that the health and safety of the public will-not be endangered by this action; and

'(3) ~ such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to.the common defense and security or to the health and safety of the public.

MAR 101981 Mr. E. R. Stansberry We have determined that this amendment will not result in any significant environmental impact and that it does not constitute a major Comission action significantly affecting the quality of the hunan environment.

We have also detemined that this action is not one of those covered by 10 CFR 51.5(a) or (b). Having made these deteminations, we have further concluded that, pursuant to 10 CFR 51.5(d)(4), an environmental impact appraisal and negative declaration need not be prepared in connection with issuance of this amendment.

The documnts comprising the currently aoproved physical security plan for the Purdue University pool-type reactor and our evaluation findings have been placed in tie Commission's files. Pursuant to 10 CFR 2.790(d), this infomation is beino withheld from public disclosure.

It is required that this physical security plan be inplemented within 30 days from the date of issuance of this anendment.
