Excansion Anchors * ',,t On December 12, 1980, Houston Lighting & Power Company, in accordance witn 10CFR50.55(e), notified your office of an item concerning a 10CFR Part 21 notification by HILTI Inc., on the average ultimate tensile loads of their 1 inch concrete expansion anchors. The HILTI notification to Houston Lighting & Power Company, dated November 25, 1981, recuired a reduction in the average ultimate tensile load capacity values for the 1 inch anchors.

The following is a summary of the actions taken to date by Houston Lignting & Power Company regarding this item:

(1) A Design Change Notice (DCN) has been incorporated into the Tecnnical Reference Cocument (TRD), " Design, Installation, Testing and Inspection of Concrete Excansion Anchor Bolts".

This DCN revised the average ultimate tensile load capacity values for the 1 inch anchors to conform to infomation supplied by HILTI Inc. g (2) In accordance with Houston Lignting & Power Ccmpany's responses 3 to NRC IE Sulletin 79-02, Revisions 1 and 2, an on-site testing program is ceing conducted to confirm the average ultimate tensile load capacity values for the 1 inch anchors. The infomation / /

provided as a result of the testing program will be evaluated to detemine confomance with the HILTI average ultimate tensile load capacity values.

(3) Based upon the infomation provided througn the on-site testing program the designs wnich utili::e the subject concrete expansion anchors will be reviewed for acceptability.

4 (4) The " hold" previously placed on the installation of the subject concrete expansion anchors remains in effect.

The next report concerning this item will be submitted by July 16, 1981.
