Dear Mr. Withers:
We have completed our review of the revised ECCS analysis provided with your letter of May 7, 1980. This reanalysis of ECCS performance superseced the reanalysis you submittea on March lb,1979 in compliance with the NRC Exemption issued on December 20, 1978, relating to tne zirconium-water error discovered in the Westinghouse evaluation model.
As aiscussed in detail in the enclosed Safety Evaluation, your revised ECCS performance evaluation nas ceen made using an NRC-approved evaluation model which satisfies ti.
requirements of 10 CFR 50.46 and 10 CFR 50, Appenaix K.
Tne reanalysis was cone assuming that 6% of tne steam generator tubes are plugged, with a maximum total peaxing factor of 2.32, resulting in a peak clad. temperature of 19700 F.
No changes to the Technical Specifica-tions are required.
1 The NRC Exemption of December 20, 19/8 has been satisfied and is hereby terminated.
