SUBJECT:

FIRE PROTECTION - LACROSSE BOILING WATER REACTOR We have conpleted our review of your letter dated February 6,1981, that provided a schedule for completion of the remaining cpproved fire protection modifications. Your letter also requested a postponement of the installation of the automatic water fire suppression system for protection against fire at the outside transformers.

You state that a manually actuated water sprinkler system to control postu-lated fires at the main and auxiliary transformers was installed during the last refueling outage which ended in January 1981.

By letters dated November 26, 1980, and February 2,1981, you described a new dedicated safe shutdown system (also installed during the same rtfueling outage) capable of delivering up to 1300 gpm,(at 100 psig) of water drawn from the Mis'sissippi

River in addition to the normal supply of fire water provided through the normal pump intake structure.

Dairyland Power Cooperative (DPC) representatives emphasized, during a February 11, 1981 telephone conversation, that uncertainty about the adequacy of the remaining fire system water delivery capability if a large proportion.of the total water could be automatically released at the transformer resulted in your decision to only provide manual actuation of the transformer water deluge system. to our letter to DPC dated November 24, 1980, also concluded that the present supply of fire wate" is inadequate and th.at this' deficiency could be worse when the additional required transformer sprinkler system was installed. During the February 11, 1981 telephone conversation it was reported that the recently installed dedicated safe shutdown system will be completely operational by February 25, 1981, the date required by NRC Order dated February 25, 1980, and with an adequate supply of fire water assured, the manual deluge system would be converted to an automatic system as required by NRC prior to Noventeer 1,1981.

Mr. Frank Linder February 13, 1981 In support of your request for postponement of the completion date until November 1,1981, you stated that the transformers are located on the outside of the west turbine building wall, away from most of the systems required for sa.a shutdown of the reactor, which are generally located inside and near the east side of the turbine building.

In addition, the concerns for adequacy of fire protection for Turbine Building Safety-

' Related Equipment as identified in License Amendment No.17 dated July 27,1979, "LACBWR Fire Protection Program", have been alleviated by the following nodifications to protect against fire:

o Increased turbine oil reservoir sprinkling o Additional turbine oil reservoir curbing a _ Fire hose replacements o Addition of sprinklers to power transformers

.o Addition of masonry cut-off wall on mezzanine level to protect switchgear

' and contain turbine oil fire o Extension of sprinklers to cover all turbine oil piping o Addition of two exterior hose house stations o Additional. Flame-Mastic cable insulaticq o Improved cable and piping penetration seals o Added alarms to fire doors Based on our review, we conclude that you have shown good cause for extending the completion date for installation of the automatic water fire suppression system until November 1,1981, and that the public health anc safety is not adversely affected by such extension.

Accordingly, pursuant ;o 10 CFR 50.48(d) the date for installation of the automatic water fire suppression for protection against fire at the outside transformers is hereby e~xtended to November 1,1981.

A copy of the related Notice of Extension, which is being forwarded to the Office of the Federal' Register for publication, is encloseu.
