QUESTIONS ON RENEWAL APPLICATION IDAHO STATE UNIVERSITY JUNE 23,1978 AS SUPPLEMENTED NOVEMBER 19, 1980 DOCKET 70-1374
- 1. The response (November 19, 1980) to Question 6 transmitted by the NRC letter dated October 7,1980, gives the specific qualifications of the current members of the Reactor Safety Committee (RSC) without providing qualifications of education and experience for membership.
a.
Please state the qualifications to be met by future members, the minimum number of members, and by whom chosen.
b.
What is the relationship of the RSC to the Reactor Supervisor?
- 2. What positions are assigned responsibility for calibration of radiation instruments, leak testing sealed sources, reviewing radiation exposure records, and conducting periodic radiation surveys? If the qualifications for the positions are not given in the application or supplement, they should be provided.
- 3. The application should include a commitment to the ALARA principle (As Low As Reasonably Achievable) with the minimum frequency for exposure measurements, the sensitivity of the exposure measurement devices, the minimum frequency for review of exposure records, and investigation of unusual exposures or adverse trends.
- 4. The application should describe the equipment and procedures to minimize the doses from the plutonium-beryllium sources including the storage location, shielding provided in storage, and the hai.dling procedures.
- 5. Concerning training:

Please describe the radiation safety training that users of the sub-critical assembly must receive before they are allowed to use it and identify the position (s) responsible for providing the t. raining.
b.
Ths application dated July 5,1973, included two comnitments on training users of the assembly that should be reinstated in the renewal application.
(1) That users will be informed about the fire-fighting equipment and

procedures; and (2) That users will be checked for knowledge of the required exclusion of unusual moderators or reflectors from the assembly.
