I have a copy of Mr. Bixel's letter to you of March 17, 1977 concerning a request which the Commission made of Consumers in connection with IE Circular No. 76-07.
Apparently, Consumers Power has concluded as a result of its own study that it is obeying all of the laws.
Frankly, I am shocked that the Regulatory Staff would rely upon an unverified and unchecked study of Consumers Power on such critical issues, considering the construction and opera-tional problems Consumers personnel has had.
If this is all the Staff intends to do in connection with Consumers Power Company, then there was really no need to write the letter since reliance upon self-regulation by Consumers has not in the past proved warranted.
