Dear Mr. Cherry:

I wish to apologize for this tardy response to your letter dated March 29, 1977.

In that letter you questioned Consu=er Power Conpany's response to IE Circular No. 76-07 and exprecced concern that the NRC would rely on "an unverified and unchecked study" by the utility.

I want to assure you that Consumers' response did not go " unverified and unchecked." Consistent with NRC Policy utility responses to IE Bulletins and Circulars, are reviewed by the Regional inspection staffs.

In the case of IE Circular No. 76-07, the Consumer Power Company study has been checked during routine inspections at both the Palisades and Big Rock Point facilities.

Tn addition, as a result of the Region III staff revicv, the utility has submitted a revised response to the Cir-cular.

The purpose of issuing this particular IE Circular was to inform nuc: ear utilities of various incidents at operating reacters involving inadequate personnel perforcance and to increase nanagement awareness and involve =ent in preventing such incidents.

The objectives of the IE Circular have been achieved through the Consumers Power study and the Region III staff review.

To be sure, the utility's response is viewed against its past perforcance and the Region III inspec-tion experience at the licensed facilities. The utility's study and its
