SUBJECT:

PROPOSED LICENSE TO EXPORT DEUTERIUM 0XIDE TO REPUBLIC 0F KOREA, XMAT0181 Or. May 7,1981, Bio -Rad Laboratories filed an application to export 1.G kilegrarr of deuterium oxide to the Republic of Korea to be used for studies at the Korea Advanced Energy Research Institute involving deuterium oxide concentration by neutron thermalization. The applicant has requested that an export license be issued as soon as possible as the material is needed by the customer.

The staff has concluded that the proposed export meets the requirements of the Atomic Energy Act, as amended, and would not be inimical to the comon defense and security of the United States.

In view of the above considerations, the staff issued this license without the normal 15-day waiting period.
