W DISTRIBUTION MAY 0 71981 CENTRAL FILE RWHouston Docket No.: 50-382 AEB R/F TQuay MEMORANDUM FOR: Walter P. Haass, Chief Quality Assurance Branch Division of Engineering Albert Schwencer, Chief Licensing Branch #2 Division of Licensing FROM:

R. Wayne Houston, Chief Accident Evaluation Branch Division of Systems Integration

SUBJECT:

WATERFORD-3, ACCEPTABILITY OF Q-LIST We have reviewed those entries in the Waterford-3 FSAR equipment classification table related to the Accident Evaluation Branch scope of review in the Standard Review Plan. The ' structures, systams, and components within those areas are:

(1) Fission Product Cleanup and Control Systems:

Containment Spray System, including the trisodium phosphate to be stored in baskets within the containment sump.

Fuel Handling Buitding Ventilation System Shield Building Ventilation System Controlled Ventilation Area System (2) Control Room Habitability System The trisoditsa phosphate baskets are not included in the Q-list, and should be added. These badets are considered in our review as a passive component of t a contaimaent spray system, although they are not physically connected to any other component of that system.

While each of the four safetmlated ventilation systems listed above is included in the FSAR Q-list each is classified as having components consisting of " filtration units., "ductwork and dampe.7", and "instrtsnentation." This 1s not consistent with level of detail shown on past applications, where particulate filters, bharcoal absorbers, and radiation monitors are generally i

included as separate components.
