LaSalle County Station Units I and 2 Response to NRC Inspection Report Nos. 50-373/80-54 and 50-374/80-34 NRC Docket Nos. 50-373/374 Reference (a): G. Fiorelli letter to C. Reed dated January 12, 1981.

Dear Mr. Keppler:

The following is in response to the inspection conducted by Mr. J. H. Neisler of your office on December 9-10, 1980, of activities at LaSalle County Station Units 1 and 2. Reference (a) indicated that certain activities appeared to be in non-compliance with NRC requirements. The Commonwealth Edison response is provided in the enclosure.

The due date for the response to the subject Notice of Violation was extended to March 26, 1981 based on a telephone conversation with Mr. F. Riemann of your staff on February 19, 1981.

Please refer any additional questions you may have in this regard to this office.

4 Enclosure Response to Notice of Violation The item of apparent non-compliance identified in Appendix A of the NRC letter dated January 12, 1981 is responded to in the following paragraphs.

10 CFR 50 Appendix B Criterion III states " Measures shall be established to assure applicable regulatory requirements ano design basis . . .

are correctly tra., slated into specifications, drawings, procedures and instructions." Criterion V states " Activities affecting quality . . . shall be accomplished in accordance with these instructions,-procedures or drawings."

LaSalle County Station FSAR 8.3.3.4 states: " Fire stops are installed in the cab e trays at all riser openings in floors. . When it penetrates a floor, the tray section is completely enclosed for a distance of eight feet above the floor surface."

Contrary to the above, cable trays at riser openings in the diesel room floors are not completely enclosed for a distance of eight feet above the floor.

Response -

L The referenced section of the LaSalle County FSAR (Section 8.3.3.4) has been revised (Amendment 54, January, 1981) to indicate that the enclosure of tray sections can be limited to six (6) feet rather than the eight (8) feet previously identified. After this item was identified by the Region III inspector, an investigation of the criteria was conducted by Sargent & Lundy, (S&L) the LaSalle County architect engineer. It was discovered that the 8' statement in the FSAR was an aprarent misprint. All drawings controlling the work had identifier. the 6' criteria and surveillance of field installation verified that the 6' criteria is, in fact, being met.

For example, two areas reviewed during the NRC inspection (Unit 1 HPCS and 1A Diesel Rooms) ware both enclosed to 7' high, in accordance with S&L' drawings IE-1-3130A and 3133A.

For these reasons it is judged that the apparent violation identified has.been resolved and the record of violation should be rescinded.
