Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell of the

Region IV Office on April 20, 1981, of activities authorized by NRC License

No. R-57 and to the discussion of our findings with Dr. A. J. Blotcky

of your staff at the conclusion of the inspection.

The area examined during this inspection was your program for protecting

against industrial sabotage and safeguarding special nuclear material pursuant

to applicable provisions of 10 CFR 50, " Licensing of Production and Utilization

Facilities, Part 73, " Physical Protection of Plants and Materials;" and

specific requirements of NRC License No. R-i,7.

Within this area, the

inspection consisted of selective examinations of procedures and records,

interviews with personnel, observations by the inspector and review of

the Physical Security Plan.

Within the scope of this inspection, no violations of NRC requirements were

k

identified.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of findings of your

control and accounting pmcedures for safeguarding special nuclear materials and

your facility security procedures are exempt from disclosure; therefore, the

inspection report will not be placed in the Public Document Room and will

receive limited distribution.
