Temination of Non-Radiological Environmental Monitoring Required in the Construction Permit for Callaway Nuclear Plant In your letter dated April 22,1981 (J. K. Bryan to H. R. Denton), you requested relief froci Construction Permit item 3.E.(7) that requires non-radiological environmental monitoring of aquatic and terrestrial ecology of the Callaway 5,ite vicinity.

You request relief on the following bases:

(1) project construction-related impacts already have occurred and have not been adverse; (2) the volume of data colle:ted thus far (through 1980) is comprehensive and sufficient to characterize the aquatic and terrestrial ecology; (3) preoperational studies of river fish populations will continue under the NPDES permit, and operational monitorine will include fish impingement and entrainment; (4) operation of Callaway vill have minimal environmental impact.

We have r xamined the request and data and find that termination of the Construr tion Permit-required studies is acceptable. During the November 1980 site v' sit, NRC and ANL staff members inspected the on-site construction areas, the ar eas disturbed at the river bank (intake and discharge), and the Logan Creel crossings (pipelines and bridges). Construction-related impacts appear to have been minimal. The Creek banks appeared to be stable, vegetated, and witn few indications of erosion. Reports on these activities were submitteo to NRC in 1975 and 1976, with additional data included in the Environmental Report-Operating License (ER-OL) stage.

The data collected and submitted to NRC are adequate to characterize the ecology and to perform the present Operating Licenst.-Environmental Impact Statement (0L-EIS) review.

These data include: pre-operational monitoring through 1980; the ER-OL stage; Revision to the ER-OL (submitted on February 6, 1981); and three submittals (of February 6, March 10, March 31,1981) in response to NRC requests for additional information.

The acceptability of your request also is based on your commitment to continue. pre-operational monitoring of fishes and ichthyoplankton in both the Missouri River and Logan Creek under the State NPDES permit. You further stated (in your February 6,1981 response) that this monitoring will clarify the significance of Mollie Dozier Chute (in the river) for fishes by sampling in and near the Chute. These commitments under the NPDES and the Permit requirements for operational monitoring of entrainment and impingement will provide a continuing data base for impact assessment.

It should be noted that the need for further terrestrial monitoring during station operation is being reviewed in the OL-EIS preparation now under way.
