SUBJECT:

REACTOR BUILDING PURGE AND VENT VALVES; NUREG-0737 ITEM II.E.4.2 Your safety analysis of containment purge valve operability was submitted to us in your April 20, 1981 letter. The analysis indicated that the purge valves will function under LOCA conditions if the maximum opening of the valves is restricted to values obtained from the analysis.

In your September 19, 1980 letter, you committed to operate Rancho Seco with the purge valves closed and with the air source to the valve operator isolated. Your April 20, 1981 letter indicated that once the failure made of the solenoid on the valve operator is corrected, you intend to resume purging during plant operation.

We reiterate our position on this matter. To assure health and safety of the public, we request that you do not purge during plant operation until approval to do so is recieved from us. We are presently reviewing your purge valve safety analysis and are performing separate reviews of your containment purge system. Upon completion of our reviews, safety evaluations will be sent to you, along with requests for Technical Specifications changes, if appropriate.
