StM*ARY OF MECHANICAL CESIGN MEETING HELD ON APRIL 21-23, 1 981 On April 21-23, 1981, the staff and its consultants from the Pacific Northwest Laboratory met with representatives of the Illinois Power Company (IPC) in the offices of their arthitect-engineer Sargent & Lundy (Chicago), to discuss resolution of the outstanding issues relative to the mechanical design of the Clinton Power Station. The outstanding issues were identified in the staff's preliminary evaluation, which was transmitted to the applicant by letter dated March 24, 1981. The meeting attendees are identified in.
During the course of the meeting, the staff and consultants reviewed design details of the plant and discussed IPC's proposed responses to the questions and issues identified in the preliminary evaluation.
For the most part, the staff found these responses acceptable. However, certain issues or responses were identified which will require further consideration by the staff or additional information from the applicant. These issues are:
1.
The GE generic pipe-break criteria (NEDO-23649) have been applied in the design of the nuclear steam supply system for Clinton. The staff will consider these criteria further with regard to their specific application to Clinton.
2.
The staff concluded that the stress analysis of the flued-head fitting to the main-steam piping is acceptable. However, the staff will consider further the post-weld heatAre'a~tment techniques and voltanetric inservice inspection procedures for the flued-head.

3.
The number of earthquake cycles used in the fatigue evaluation of the nuclear steam supply system will require further consideration in relation to the specific site characteristics for Clinton.
4 For the balance-of-plant design, the applicant has proposed 80% allowable (ASME endurance limit at 106 cycles,,Mgures I-9.1 and I-9.2) as the acceptance criteria for steady-state pipe vibration stress. Because the staff position is 50% all able,4he applicant will have to provide additional justification to support the higher limit.

The applicant has proposed that the Kuo Sheng Unit 1 (Taiwan) plant serve as the prototype BWR-6 (218) for reactor internal vibration data in accordance with Regulatory Guide 1.20.
This approach is acceptable provide.1 that data is made available to the NRC.

Although the general methods for the analysis of dynamic loads (e.g.,
safety-relief valve discharge)aare considered acceptable, the specific results for Clinton will not be complete until March 1982.
7.
The Clinton inservice inspection program will also be submitted in March 1482.
The applicant agreed to formally submit the responses discussed during the meeting in approximately three weeks. The FSAR will subsequently be amended to reflect these responses.
