Dear Mr. Patrick:
9 ith NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT NO. TN0026450 - SEQUOYAH NUCLEAR PLANT Description of the discharge--Discharge No. 002 - Sewage treatment plant effluent. A sample collected on May 4,1981 had a total chlorine residual of 3.0 mg/1, exceeding the maximum permit limitation of 2.0 mg/1.
Cause and period of the noncompliance--It is believed that a too high chlorine concentration was fed to the contact tank, caused by not enough water being added to the sodium hypochlorite reservoir to achieve the proper chlorine dilution.
Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The chlorine solution was diluted by adding more water on May 4.
The operator has been instructed to exercise more care in preparing the chlorine solution.
Sincerely, Mohamed T. El-Ashry, Ph.D.
