SUBJECT:

STATUS OF ACCEPTANCE REVIEW OF LIMERICK APPLICATION FOR OPERATItiG LICENSE Philadelphia Electric Company tendered its application for an operating lieense for the Limerick Generating Station, Unit Nos.1 & 2, on March 17, 1981.

It consists of Final Safety Analysis Report (FSAR)

Environmental Report (ER),

Emergency Plan (EP), Fire Protection Report (FPR) and Probabilistic Risk Assessment (PRA).

The primary or coordination responsibilities for the acceptance review are as follows:

FSAR EG&G Idaho (except for FPR portion)

ER Siting Analysis Branch (with inputs from AEB, HGEB) l EP Emergency Preparedness Licensing Branch FPR Olemical Engineering Branch PRA Reliability & Risk Assessment Branch l

Initially we were planning to complete the acceptance review in 30 days, by April 16,1981. However, this will not be possible. As a result of illness of the key person at EG&G Idaho they will not mail their results to us until April 17, 1981.

(Aaril 10,1981, was previously promised.)

Two problems have developed in the acceptance review of the ER.

First HGEB had indicated they are not scheduling completion of the hydrology review until l

May 15,1981, because of lack of sufficient resources. Second, AEB did not l

consider the PRA to be part of the application. The items they found missing I

from the ER appears to be in the PRA. AEB recently has requested a memorandum l

stating that the PRA is part of the application tendered for staff acceptance l

and is to be considered by AEB in their review.
