This refers to your letter dated February 23, 1981, in response to
letter dated January 27, 1981.
Thank you for informing us of the corrective and preventive actions
documented in your letter. These actions will be examined during a
future inspection of your licensed program.
However, with respect to Item A, based on a telephone conversation on
March 2,1981 between Mr. W. E. Potts of your staff and Messrs. P. J. Knapp
and R. L. Nimitz of this office, we understand that a memorandum will be
issued by the Manager, Radiological Controls to the Rad Controls Field
Operations Manager by March 3,1981 instructing him to direct all Rad Controls
-
Foremen to require that no technician carry out a new procedure or any procedure
for which a change that significantly impacts the task to be performed has
been issued until the technician has signed a procedure change notice, to
certify that he has read and understands the change or new procedure.
It is
our further understanding that this provision will be incorporated into a
change in Procedure No.1692 by June 1,1981.
In addition, with respect to Item B.1 of your letter, we understand that
Control Point Instruction No. 81-01, dated February 10, 1981, requires Control
Point Watchstanders to ensure workers have initiated their Radiation Work
Permit prior to performing work described on the permit.
If our understanding of the above is not correct, please inform this office.
