This is to confim our understanding of discussions between Mr. J. Pelletier, Assistant Plant Superintendent - Vemont Yankee and others of your staff, and Messrs. P. Knapp, R. Gallo and J. White of our office on March 31, 1981; and a subsequent telephone conversation between yourself and Mr. S. Ebneter of our office on the same date. These discussions were in reference to the establish-ment, maintenance and execution of a qulity assurance program for packaging and delivery of radioactw e material to a carrier for transport in accordance with the requirements of 10 CFR 71.51.
With regard to the items discussed, it is our understanding that prior to delivering any further shipments of radioactive material to a carrier for transport, (excepting shipment no. 81-25 and shipments meeting the requirements of 10 CFR 71.7, " Exemption of Certain Quantities"), you will review and evaluate the implementation of your quality assurance program for waste packaging and delivery and revise it as necessary to assure quality in this area and to provide objective evidence of quality assurance.
A written report of your actions taken as a result of this evaluation will be submitted to the Director, NRC Region I (Philadelphia) prior to resuming shipping activities.
With regard to shipment no. 81-25, the Operational Quality Assurance Department will assure that the requirements of 10 CFR 71, 49 CFR 170-189, the Certificate of Compliance and management approved station procedures are satisfied prior to delivering the package to a carrier for transport.
