Dear Mr. Pilant:
This acknowledges receipt of your letter of February 19, 1981 by which you transmitted changes to the security plan for the Cooper Nuclear Station.
We have reviewed the changes and agree that certain specific changes made are consistent with the provisions of 10 CFR 50.54(p). We do not agree, however, that the remaining changes made are consistent with these pro-visions.
The enclosure to this letter identifies those changes unacceptable under the provisions of 50.54(p) and provides information addressing why they are unacceptable.
The previously approved revisions to the security plan are therefore still in effect for those changes identified in the enclosure.
If these changes are still desired an amendment to the security plan will be required.
Since the enclosure to your letter of February 19,1981.and the enclosure to this letter contain information of a type specified in 10 CFR 2.790(d),
they are being withheld from public disclosure.
