Dear Mr. Eisenhut:

SUMMARY

Your letter of February 18, 1981 requested that Carolina Power &

Light Company (CP&L) commit to an implementation schedule provided with your letter for establishment of upgraded Emergency Response Facilities at our operating pl.snts. CP&L will provide the conceptual design for these facilities by June 1, 1981 as requested, but cannot commit to the entire implementation schedule bafore conducting further review of the criteria established for those facilities. CP&L, however, will provide by June 1,1981 a schedule and commitment for the completion of these facilities.

Additionally, your letter provided a table for minimum plant staffing and required augmentation of that staffing in response to a plant emergency. CP&L cannot commit to the requirements listed in the table before conducting further review of these criteria. CP&L will provide by June 1, 1981 its commitments in the area of plant staffing and augmentation during emergencies.

DISCUSSION As mentioned above, CP&L will provide by June 1,1981 conceptual design information for upgraded emergency response facilities at Brunswick Units 1 and 2. CP&L, however, cannot commit to an operational date of October 1, 1982 for the upgraded facilities until a detailed review of NUREG-0696, " Functional Criteria for Emergency Response Facilities," can be conducted. CP&L did not receive NUREG-0696 in its final form until March 11, 1981. CP&L, therefore, intends to defer committing to an operational date for the upgraded facilities until June 1, 1981. At that time, the review of NUREG-0696 will be completed, the conceptual design information for the j facilities will have been prepared and CP&L's program to meet these requirements will be well defined, thereby allowing CP&L to commit to a ,

realistic operational date.  !

s Additionally, it is our understanding that the milestone requf.rements for providing meteorological data detailed in Annex 1 to Appendix 2 of NUREG-0654, " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants," will be adjusted to reflect the schedule provided with your February 18, 1981 letter. CP&L will, therefore, assume these new milestone dates in formulating its plans for providing meteorological information to its upgraded emergency response facilities.

Finally, your letter provided Table III.A.1.2-1 which lists required minimum staffing for emergencies. CP&L requires additional time to study these criteria prior to providing commitments in this area. CP&L has included measures in the Brunswick Emergency Response Plan to provide the functions listed in Table III. A.1.2-1 but needs further review time concerning the details of staffing delineated in the table. Therefore, CP&L will provide the results of its study and its commitaents in this area by June 1, 1981.
