Operating License No. DPR-50 Docket No. 50-289 ECCS Outages (II.K.3.17)
As discussed in our letter of January 23, 1981 (TLL 680) and a previous phone conversation between C. W. Smyth (GPUN) and D. Dilanni (NRC) the following method was agreed upon to determine ECCS outage times and is responsive to NuReg 0660/0737 requirement II.K.3.17:
a.
Review LER's for last five years to get approximate outage times for ECCS systems for failures.
b.
Review Technical Specification Surveillance times for last five year to get approximate average outage times for ECCS systems.
Cumulative outage times will be given for each major subsystem of the ECCS.
These outage times will be considered quite conservatively and include events which made the ECCS partially or totally unavailable. The following systems are considered to be part of the ECCS system:
a.
Core Flood c.
Reactor Building Emergency Cooling d.
Makeup and Purification e.
Reactor Building Spray f.
Reactor Building Purge g.
Reactor Building Isolation i
h.
Emergency Diesel Generators The review of operation and maintenance records will include January 1,1976 to December 31, 1980. This information will be provided by June 1,1981.
