Dear Mr. Tedesco:

Subject:

SUBMITTAL OF WNP-1/4 PHYSICAL SECURITY PLAN The Supply System's Nuclear Project Number 1/4 (WNP-1/4) is presently scheduled to submit its Physical Security Plar. (PSP) in November 1981 and its Final Safety Analysis Report (FSAR) in December 1981.

Inasmuch as fuel load and commercial operation are not planned until December 1984 and June 1985, respectively, and in light of the potential for regulatory and state-of-the-art design changes, it appears premature to submit the PSP any earlier than two years prior to fuel load.

Thus, it is requested that WNP-1/4 be permitted to submit its PSP in December 1982 and that the NRC agree the omission of the PSP from the FSAR will not be grounds for a failure to pass the acceptance review.

Very truly yours, 2D&
