Oyster Creek Nuclear Generating Stati Docket No. 50-219 NUREG 0737; item II.K.3.19 NUREG 0737, item II.K.3.19 requires that an interlock system be installed on the Oyster Creek recirculation system to insure that at least two (2) loop flow paths be maintained in all modes other than cold shutdown.

We have engineered an interlock system which will meet the NUREG criteria, procured all the necessary hardware and were planning on installing the modification during our upcoming April 1981 maintenance outage.

However, during the review of the modification proposal by the onsite safety review committe.e (PORC), a concern was raised relating to interface between the proposed modification and the licensed control room operators.

A human factors review was performed at the PORC's request.

This review concluded that due to the complexity of the control room displayo, (ten additional switches and twenty additional lights), some confusion may be caused by the new interlock system.

Based on this review, JCP&L requests an extension of the completion date for this NUREG 0737 item from July 1, 1981 until December 1, 1981, in order to incorporate the human factors review findings into the final modification.

We feel that this extension is justified because the Oyster Creek facility has already made physical and administrative changes which enaura that the goal of this NUREG item is achieved.

To: Director April 3, 1981 on each plastic cover; changes to all applicable plant procedures; and the incorporation in the Facilities Technical Specifications of a safety limit requiring at least two recirculation loops be maintained unisolated.

All licensed control room operators will receive refresher training in the applicable procedures during the April, 1981 maintenance outage.
