Atlanta, Georgia 30303 I&E Bulletin 80-25 ATTENTION: Mr. James P. O'Reilly Gentlemen:

Georgia Power Company has compiled information concerning Target Rock safety relief valves (SRVs) requested by I&E Bulletin 80-25,

" Operating Problems with Target Rock Safety Relief Valves at BWRs".

The following is our response to portions of the bulletin requesting information.

I.

In response to item 1, Plant Hatch Unit 1 converted to two-stage SRVs in 1978.

Unit 2 had two-stage SRVs installed during construction.

Plant maintenance procedures require that approximately one half of the SRVs be removed and bench tested at full pressure with steam after each operating cycle.

The eleven SRVs per reactor will have been checked or replaced at the end of every second operating cycle.

Under this program, the eleven Unit 1 SRVs have been tested after an aging period in the operating environment.

The valves functioned as designed.

The Unit 2 SRVs were removed and tested during the outage at the end of the first cycle.

The valves functioned as designed except for some minor leaks and setpoint deviations.

A review of test records from SRV operability tests and functional tests indicates that there have been no instances where a two-stage SRV at Plant Hatch failed to perform as intended.

A review of scram reports for SRV challenges indicates no failures have occurred since two-stage SRVs were installed.

II.

Plant Hatch procedures for operation, maintenance and surveillance j

testing of SRVs have been reviewed and revision requests made where appropriate.

Revisions are in the review process.

Revised procedures will be in place by April 19, 1981.

III. Our Architect-Engineer has been requ'ested to review the design of the pneumatic supply system for the valve operators.

This review is still in progress.

Modifications will be made if required to address concerns of the bulletin.

A supplemental response will be submitted within thirty days detailing required modifications if any are required.
