The attached change requests a high enclosure pressure scram set point change in accordance with the NUREG-0737 requirements.
Implementation of this change will occur after h3C approval and at a convenient outage but not later than the next refueling outage (currently scheduled for the first quarter of 1982).
An outage is required for this set point change because the four switches requiring recalibration are located on a small panel sensitive to jarring.
The jarring that would occur due to the valve manipulations and other activities involved in recalibration could result in an inadvertent scram and/or initiation of containment spray if the unit was operating. Therefore, in the interest of safety and plant availability the set point change will not be made unless the plant is in a nonoperational mode.
This change represents a reduction in..the high enclosure pressure scram set point and as such, in no way increases the probability of an accident.
Therefore, this change has been determined to be a Class II change pursuant to 10 CFR 170.22; a check in the amount of $1,200 is attached.

CONSDIERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating i.i anse DPR-6, Docket 50-155, issued tc Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

Change Section 6.1.2 Reactor Safety System During Power Operation Change the Scram Setting and Tolerance for the High Enclosure Pressure (4 pressure switches) to read:
"S 1.0 psi above atmospheric."
II.
Discussion The above proposed Technical Specifications change is requested in-response to NUREG-0737 (October 31, 1980), Item II.E.4.2 Containment Isolation Dependability. NUREG-0737 requested that the containment set point pressure that initiates containment isolation for nonessential penetrations be reduced to the minimum compatible with normal operating conditions.
The Big Rock Point containment normally operates at very nearly atmospheric pressure because it is continuously ventilated during normal operation. Therefore, a reduction in the high enclosure pressure set point to "5 1.0 psi above atmospheric" is considered acceptable and within existing equipment limitations. This reduction in set point in no way increases the probability of an accident and, in fact, La some accident sequences will provide an earlier reactor scram.

2 III. Conclusion Base 1 on the foregoing, both the Big Rock Point Plant Review Commt tee and the Safety and Audit Review Board have reviewed this change and find it acceptable.
