SUBJECT:
INDEPENDENT DESIGN REVIEW ON MIDLAND COLD SHUTDOWN SYSTEM This will confirm our agreement to participate in a meeting with your designated design review board on April 28, 1981 to review the Midland design to achieve and maintain cold shutdown.
Our participation, however, is subject to alteration of the meeting record procedure described in your letter of January 21, 1981 so as to produce a transcript of the meeting. A transcript is necessary to the Independent Design Review concept in order that otherwise verbal statements may be utilized as part of the Midland application for licenses and accepted by the staff in support of its own review proces;.
We are proceeding on the understanding that this necessary prerequisit.e will be acconinodated.
We are further agreeable to hold this meeting at the Bechtel Ann Arbor offices, and are pleased to acknowledge your intent to conduct the meeting in accordance with "Open Meeting and Statement of NRC Staff Policy" (43 Federal Register 28058,6/28/78) which permits interested members of the public to attend as observers.
We anticipate about four or five individuals from the NRC staff will attend.
These and further details will be provided to your staff by our Licensing Project Manager.
