The Comission continued its discussion of requirements for pending construction permits. The Comission deferred a final decision on whether to croceed with rulemaking, and whether to apply the rule to manufacturing license applications.
The Comission requested that.
1.
staff prepare two alternative versions of a rule based en the prcposed approach discussed in the neeting, one which could be applied only to pending construction permits applicants and one which could also be applied to pending manufacturing license applicants; (NRR) (SECY Suspense: 3/3/81) 2.
expanded reference to NUREG 0718 be included in the supplementary information section of the rule using language similar to that contained in the Policy Statement; (NRR) (SECY Suspense: 3/3/81) 3.
the word " continually" be removed from 550.34(e)(3) of the proposed rule as indicated in attachment 1 (vugraph =7 distributed by staff at this reeting);

Chairman Ahearne requested that the specific ASME Code paragraph (s) be stated for the Service Level ~ stress limits.
Also, the rule should clearly state that the Code requirement on buckling associated with the Service C condition need not be met.
In acdition, Chairman Ahearne subsequently requested that the rule should also explicitly state that the Code requirement on buckling associated with the Service A-condition for the inadvertent inerting need not be ret.

For the following requirements, the application shall provide sufficient information to demonstrate that the requirement has been satisfied.
The information shall be of the type and detail customarily provided at the design stage to satisfy 550.34(a)(1) and to adequately describe the technical cualifications of the applicant and its management for design and construction.
Provide administrative procedures for evaluating operating, design and construction experience and for ensuring that applicable important industry experiences will be=eestiaually=
provided to those designing and constructing the plant.
Provide one or more dedicated penetrations, equivalent in size to a single 3-foot diameter opening, to permit future installation of systems to prevent containment failure.
- Provide, for plant designs wit' external hydrogen recombiners,
redundant dedicated containment penetrations so that the recombiner systems can be connected to the containment atmosphere without violating single-failure criteria.

A new paragraph (e) is added to 550.34 to reed as follows:

Additional TMI-related requirements In addition to the requirements of paragraph (a) of this section, each applicant for a construction permit or manufacturing license whose application was pending as of (insert effective date of rule) shall meet the requirements in the following subparagraphs (1) thr. (3).
These require-ments represent the necessary and sufficient set of requirements derived from the lessons learned from the accident at Three Mile Island as applicable to these construction permit and manufacturing license applications.
