Acceptance of the Bailly Shorter Pile Proposal In our letter to you, dated February 11, 1978, we stated that Northern Indiana Public Service Comoany (NIPSCO) should not install any safety-related piles at the site of the Bailly facility which differ sicnificantly from those originally proposed in the PSAR until we had reviewed and approved the pile type and placement reouf rements for these revised piles.

In response, you submitted on March 8,1978, a prooosed oile design and pile driving requirements for the safety-related piles; these were sub-sequently modified during the course of our review. We have now completed our review on your proposal. The basis of our review and our conclusions are contained in the enclosed Safety Evaluation Report (SER) on this matter.

In surrnary, we conclude that you may drive the safety-related piles for the main pcwer block of the Bailly facility in accordance with your March 8, 1978, orocosal and your subsequent submittals on this matter, after you make the revisions to your 0A/0C manual as discussed l

in Sections 2.15 of the SER.

Our conclusion that the prooosed pile olacement program is acceptable does not extend to placement of concrete for the safety-related foundation mat since we may require additional piles to be installed or adjustnents made l

to the pile layout after we complete our review of the entire pile placement program. However, on the basis of our review, all other work effort that l

can be acccmplished orior to olacement of the foundation mat concrete is l

addep % 1e and may oroceed. Our ba-is for this is that such activities will not areclude either the addition of more oiles or the modification of the i

l pile layout in the event either modification is required.

These items, which are sumarized in Section 1.5 of our SER, do not effect our conclusion regarding the acceptability of the proposed pile placement program. We are prepared to review these items to oermit resolution of them in a timely manner.

In this recard, olease infonn us when you will be.able to submit additional infomation on these matters; e.g., the soecifications for backfilling around the foundation and your proposed desian for the safety-related foundations outside the main power block.

We have now partially coupleted our review on this proposal; the basis of our review and our conclusions are containea in Supplement f40. 3 (Enclosure 1).

In sumary, we concluce that you may crive the safety-related piles for the main power block of tne i;ailly facility in accordance witn jour :: arc!. 0,197o, proposal and yvur subsewent submittals on this..iatter, after you satisfy our requiracent regarding the revision or tne yn/QC.aanual as discussed in Sections 2.15 ana 3.2 of Supple:aent lio. 3 to the SLA.

Our conclusion tnat tne proposed pile placement prograa is acceptable except as noted above, does not extend to authorize placer ent of concrete for the foundation raat since we uay require accitional piles to be lastalled or adjust:aents.nade to the pile l Ayout after we couplete our revie> of the entire pile placement program. However, we do authorize placeaent of the foundation L.at reinforcing steel bars, tne placecent of the steel anchors at the top of the piles ano all otner work effort requireo,,rior to placement of the foundation a:at concrete. Our basis for this latter autnorization is that such activities will not preclude either the addition of nore piles or the modification of the pile layout in the event either uodification is requireo.
