Processed Water Storage Tanks

The design of the subject tanks includes a building between the two tanks with associated piping and valves. We are concerned about potential leakage of radioactive water from inside this building to the environment.
Considering the present design, any leakage from the numerous mechanical seals, e.g., valve packings, could flow out of the building through the uncurbed doorway or joint between the building wall and the tank and contaminate the surrounding ground.
We do not consider the proposed design adequate to provide control over release of radioactive materials in accordance with Criterion 60 of the General Design Criteria, Appendix A to 10 CFR Part 50.
Consequently, please provide your plans to prevent leakage of processed water to the environment. Possible approaches could include a curb in front of the doorway, waterproof paint inside the building, or a drip pan of sufficient height to retain valve leakage. Please provide us your solution to this concern by March 15, 1981.
