This is in response to your letter dated February 3,1981 wk '-
.ransmitted a request for approval to submit a single composite sampt tablish the enrichment of all special nuclear material measured di.ng any one month period in conjunction with the decomissioning program.
We have determined that your proposal is acceptable and can be implemented within existing license commitments and requirements. We would like to point out that the representativeness and traceability aspects still apply.
It is also our understanding from discussions with Mr. L'Heureux of your staff, during a recent site visit, that the composite sample result will not be used for unexpected " finds of material", floor tiles, concrete or block. According to Mr. L'Heureux, the " finds of material" will be characterized on a case-by-case basis, and the other material types will be assigned enrichments based on a representative sampling plan and facility characterization.
In view of our interest in a meaningful final material balance for the facility, we request that records be maintained to show the quantity of special nuclear material whose assigned enrichment is traceable to the monthly composite samples.
