Gentlemen:
This is to confirm the understanding of our telephone conversation on January 20, 1981, relative to the findings of the special inspection conducted January 16,-
1981, by R. Baer of ray staff at the Millstone Nuclear Power Station, Unit 1.
The preliminary inspection findings indicate the need for innediate improvement in certain areas of your radiation protection program.
With regard to the matters discussed, we understand that you have undertaken or will undertake the following actions:
1.
The radiation work permit procedure will be revised to prohibit work not fully described on the permit. All personnel will be instructed in the importance of complyi.ng with this revised procedure by February 15, 1981.
2.
The general employee training program will be revised by February 15, 1981, to emphasize the necessity of performing only work specified by i
the radiation work permit.
3.
All radiation protection personnel (station and contractor) were instructed l
by January.18, 1981, in the necessity for the sampling and evaluating l
airborne concentrations which are representative of the air breathed by the i
worker. Special emphasis was placed on air sampling practices where radiol-ogical conditions warrant or when respiratory protection equipment is being
.used.

4.
A formal training program addressi.ng airborne radioactivity sampling requirements and practices will be established and implemented by February 15, 1981.
This training program will be applicable to all radia-tion protection personnel, station and contractor, and will be completed within ~30 days of implementation.

5.
No further major decontamination activi: ties such as hydrolazing will be j
conducted without an approved station procedure.
The procedure will contain adequate precautionary measures and sufficient l
detail to ensure safe operation and worker protection.

Procedures HP4905 Rev. I dated August 11, 1980, titled " Radiological Surveys" and HP4912 Rev 0 dated July 1,1980 titled " Radiation Work Permit Completion and Flow Control" shall be reviewed and revised by February 15, 1981 to ensure compliance with Unit I technical specification 6.8 and 6.11.
7.
The audits being conducted in accordance with the corporate management audit program for keeping radiation exposures as low as reasonably
- achievable will be continued and include both weekends and backshifts.
These audits will include the review of radiological controls and surveys performed to support your radiation work permit program.
