CONSUMERS ECWER COMPANY APPLICATION FOR REACTOR CONSTRUCTION PERMIT AND OPERATING LICENSE DOCKET NO 50-329 DCCKET NO 50-330 AMENDMENT N0 36 Enclosed herewith, revising and supplementing the above-entitled application, are revised pages for incorporation in the Final Safety Analysis Report. The Final Safety Analysis Report was submitted with Amendment 33 to the above dockets on November 18, 1977. The enclosed material consists of the following:
1 1.
Complete revision to the Site Emergency Plan with the exception of Appendices A, 3 and C.
2.
Complete revision and/or reprinting of " Responses to NRC Questions" concerning the Site Emergency Plan.
3.
Changes relating to the above (Table of Contents, Figures, Tables, etc).
These new and revised pages bear the notation " Revision 31 11/80." Because the revision was substantial, no margin markings indicating where changes have been made are present with the exception of "NRC Questions."
Additional pages, figures and tables have been added as reflected on the revised Site Emergency Plan " List of Effective Pages."

J INSTRUCTIONS FOR REVISION 31 Revision 31 is almost a complete revision of the Midland Site E=ergency Plan z.
affects only material contained in that volume of the FSAR labeled as such.

Place the " Cover Letter" and the " Application for Reactor Construction Permit and Operating License" into the front of Volume 1 of the FSAR.
For those persons not on distribution for Volume 1 of the FSAR, *' ace the above in the front of the Site Emergency Plan.

The green tab entitled "1.0 Introduction" replaces the "1.0 Definitions" tab.

Remove tabs Appendix A thru F out of SEP binder and replace with Appendix A thru F tabs that are supplied.

Then insert tabs Appendix G thru K right after the text for Appendix F.
(and before the " Question /Reponse" tab) 5.
The following sections of the Site E=ergency Plan have been completely revised and should be removed in total and replaced with the respective Revision 31 sections: " Table of Contents", "Lisc of Tables", " List of i
Figures", " List of Effective Pages", Sections 1.0 thru 9.0", and Appendices D and E.

The text material for Appendix F thru K are new and should be inserted following their respective tabs.

Remove all the material following the " Question / Response" tab (red) and insert the new material for " Responses to NRC Questions"
