Dear Mr. Ferguson:

SUBJECT:

INSTALLATION OF STEAM GENERATOR UPPER INSPECTION PORTS DURING THE NORTH ANNA POWER STATION, UNIT N0.1 SECOND REFUELING OUTAGE We have reviewed your letters dated September 26 and October 20, 1980 regarding the subject as noted above wherein you stated that the installation of these inspection ports is unnecessary at this time.

Ycur comittment for installing these inspection ports at North Anna, Unit 1 was first specified in your submittal dated December 10, 1979 entitled, " North Anna Power Station Unit 1, First Refueling Steam Generator Inspection Report."

Based on our review of your letters noted above and on present knowledge regarding these matters, we find that there is an adequate basis for not installing the steam generator upper inspection ports at North Anna, Unit 1 at this time.

However, we are continuing to review the long term need for inspection ports at North Anna, Unit 1, and, as part of our long term evaluation of these matters, we conclude that a formal committment is required from you for installing these inspection ports duMng the third refueling outage at North Anna, Unit 1.

Your fomal comitment for installation of the ports will substantiate our telephone conversation with your Mr. Ralph Sylvia on November 10,1980 (1:30PM) where Mr. Sylvia committed to the installation of these ports during the third refueling outage at North Anna, Unit 1.

Our safety evaluation regarding this matter is enclosed.
