- ation to make Proposed Change No. 24 in your facility pursuant to paragraph 3.A. of License No. DPR-3, as amended.
We have reviewed the proposed changes and have found that certain i
revisions in the Normal Plant Operating Instructions and in the We 3:
Plant Maintenance Instructions as proposed and as modified below, do not present significant harards considerations not described or implicit in the license application as amended to June 23, 1961,

and that there is reasonable assurance that the health and safety

of the public will not be endangered by operation of the facility as proposed and as modified below.

analysis is enclosed,

In view of the foregoing, revisions in the Normal Plant Operating
=y and Maintenance Instructions which are contained in sections 504 and 506, respectively, of the license application are hereby authorized in accordance with the request of Yankee Atomic Electric Company dated June 4, 1962,.cntitled Proposed Change No. 24 We believe, however, that the Normal Plant Operating Instructions and the Plant Maintenance Instructions should specifically indi-cate that the proposed isolation of the reactor vessel will be conducted only during ne cold leak test and will not be carried

out at other times. We also believe, of course, that following h
any opening of the main coolant system, an appropriate pressure test should be carried out to insure the structural integrity and l=
leak tightness of the affected portion of the system.
