Gentlemen:
This refers to your request, dated May 9,1962, for AEC authorization to make Proposed Change No. 23 in your facility pursuant to paragraph W
3.A. of License No. DPR-3, as amended.
We have reviewed the proposed' change in technical specifications and ME have found that certain modifications in your reactor nuclear instru-Ij) mentation system consisting of the addition of three power range h
panels, three linear power meters and an auxiliary panel as proposed p
and as modified below do not present significant hazards considerations not described or implicit in the license application as amended to June 23, 1961, and that there is reasonable assurance that the health and safety of the public will not be endangered by.,peration of the facility as proposed and as modified below.
It is our opinion that change should be made in the technical specifications to require four (4) rather than the two (2) _ operable channels presently required for reactor operations, as listed in the techni' cal specifications under Table' I, High Neutron Flux Level-Reactor Scram.
In addition, the requirements of Precaution III.5. of Operating Instruction 5040 should be changed to read as follows in order to define the limi-tations involved in the coincidence requirements more explicitly:
