O COOPERS & LY B R A N D CEntiretO PUBL4C ACCOUNTANTS IN PRthCIPAL Ant AS OF TME wORLD Yankee Atomic Electric Company Westborough, Massachusetts We have examined the balance sheet of Yankee Atomic Electric Company as of December 31, 1973 and the related statements of income and retained earnings and changes in financial position for the year then ended.

Our examination was made in accordance with generally accepted auditing standards, and accordingly included such tests of the accounting records and such other auditing pro-cedures as we considered necessary in the circumstances.

We previously examined and reported upon the financial statements of the company for the year 1972.

In our opinion the aforementioned financial statements present fairly the financial position of Yankee Atomic Electric Company at Decembe" 31, 1973 and 1972, and the results of its operations and the changes in its financial position for the years then ended, in conformity with generally accepted accounting prin-ciples applied on a consistent basis.

1) The first weekend af ter three (3) weeks of operation.
2) Then the first weekend after five (5) additional weeks of operation.
3) Then the first weekend after seven (7) additional weeks'of operation.
4) Thereafter control rod drop testing shall be performed each 12 weeks.

If a reactor shutdown occurs within this period a surveillance test may be per-formed during the shutdown.

If so, a new 12 week period shall commence.

Should a reactor shutdown occur within five (5) days prior to or if a reactor shutdown is scheduled within five (5) days after the specified weekend for control rod surveill-ance testing, drop times measured during the outage shall satisfy control rod surveill-ance test requirements for that period.

The data shall be analyzed and revissed for changes and/or; trends. Results of all sur-veillance tests shall be forwarded to the AEC..To meet limiting conditions for oper-ation, the reactor shall not be restarted without AEC approval, if the drop time of any control rod exceeds 2.40 seconds.

Reason for Change:

Becaust. the plant experienced difficulties with con-trol rods during the startup of Core X, the mode of plant operation out-lined in Change No. 97 was' changed as per Proposed Change No. 100. _The plant has shutdown and is currently r'eplacing control rods; therefore, Yankee requests permission to return to the mode of operation outlined in Change No. 97.

Safety Consideration:

In our opinion, the proposed change does not pre-sent significant hazard considerations not described or implicit in the license application as amended.

Schedule of Change: The plant is currently' shutdown and replacing con-trol rods; therefore, Yankee requests approval of this change prior to the plant startup following this outage.
