RESPONSE TO MAB AUGUST 8, 1980 MEMORANDUM ON MANPOWER EXPENDED ON SEQUOYAH 1 OL REVIEW We have examined the Sequoyah 1 manpower expenditure recorre turnished with your August 8, 1980 memorandum.
These records are incomplete (they cover the period from Jane 30,197.2 up to February 29, 1980 but not the first 2 years after CP issuance n:' W last 64 months after February 29, 1980. Nevertheless, we conclude that the rema;>ing hours, when c
assigned a value of $'M.00 per hour, more than equal the 10 CFF : <0.21(a) fee of $1,024,500 applicable to the first unit of the Sequoyah Plant o be issued an Operating license.
The records provided by your August 8, 1980 memorandum were in three parts:
Part 1 - NRR Manpower System Manhours for Sequoyah 1 - by Branch and Activity Code. 12/15/73 thru 02/29/80 (25.201.3 manhours - unedited)
Part 2 - NRC Manpower System MPS Data for Manhours - by Docket No. 50 327 06/23/74 thru 12/06/75 (9,003.4 manhours - unedited)
Part 3 - NRC Manpower System MPS Data for Manhours - by Docket Nc. 50-327 06/30/72 thru 06/22/74 (4,455.3 manhours - unedited)
Part 1 lists charges for. license amendment reviews for which separate fees are charged.
Therefore, these R33 Activity Code manhours (1264) should be deleted.
Part 1 also lists other activity codes which should not be charged to this licensing action review, namely the Sequoyah OL review.
These additional attivity code manhours are detailed in the attachment to this memorandum and total 948.4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.
We have conservatively assumed that the activity codes were properly assigned by the review organization and accordingly have subtracted this 948.2 manhours of effort from the total also.-

' Since Part 2 and Part 3' staff manhours are not broken down by review organization or activity. code, we have conservatively assumed a proportional amount of non-case effort was also incorrectly assigned by the review organizations there also. To obtain'an amount to subtract from the Part 2 and Part:3 totals we took a' ratio:
(948.4 h'urs) X (9,003.4 + 4,455.3) o (25,201.3 - 1,264 or 23,938.3) 533.2 manhours

.The corrected Part 1 plus-Parts 2 and 3 manhours thus become (25,201.3 +
9,003.4 + 4,455.3) minus (1,264 + 948.4 + 533.2 or 2,745.6) which equals (38,860.0 - 2,745.6 or 35,914.4) professional manhours.
At $39.00 per manhour, this amount of Part 1, 2 and 3 review effort represents
$1,400, 661.60 which is in excess of the $1,024,500 maximum NRC license fee allowed by 10 CFR 170.21(a).
W'ith respect to your request to identify all contractural and consultant costs, we will ask the appropriate technical review groups to-provide this input to us in the near future and will forward this.information to you after it has been assembled.
