THE CLEVELAND ELECTRIC ILLUMINtTING COMPANY NOTICE OF ISSUANCE OF AMENDMENT T0' FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 32 to Facility Operating License No. NPF-3, issued to The Toledo Edison C&cany (TEco) and The Cleveland Electric illuminating Cnmnany (the licensees),
which revised the license for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility), located in Ottawa County, Ohio.
The amendment is effective as of the date of issuance and in to be fully implemented within 30 days of Commission approval in accordance with the provisions of 10 CFR 73.40(b).
The amendment adds a license condition to include the Commission-approved Safeguards Contingency Plan as part of the license.
The licensees' filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and'renulations.
The Commission has made appropriate findings as required by the Act and the Commissior.'s rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment 1
was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this.anendment will
- not result in any significant environmental impact and-that pursuant to 10 CFR 551.5(d)(4). an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of the amendment.
